भारत में लागू हुआ उपभोक्ता संरक्षण अधिनियम, 2019

▪️ Consumer Protection Act, 2019: भारत में 20 जुलाई 2020 से उपभोक्ता संरक्षण अधिनियम, 2019 लागू हो गया है। इसने उपभोक्ता संरक्षण अधिनियम, 1986 को बदला है। इस नए अधिनियम की शुरुआत खरीदारों को न केवल पारंपरिक विक्रेताओं से बल्कि नए ई-कॉमर्स खुदरा विक्रेताओं / मंचों से भी सुरक्षा प्रदान करने के लिए की गई है। यह नया अधिनियम उपभोक्ताओं को सशक्त बनायेगा और इसके विभिन्न अधिसूचित नियमों व प्रावधानों के माध्यम से उनके अधिकारों की रक्षा करने में मदद करेगा।

▪️उपभोक्ता संरक्षण अधिनियम, 2019 की प्रमुख विशेषताओं में उपभोक्ता संरक्षण परिषदों, उपभोक्ता विवाद निवारण आयोगों, मध्यस्थता, उत्पाद दायित्व तथा मिलावटी/ नकली सामान वाले उत्पादों के निर्माण या बिक्री के लिए सजा शामिल है। इसमें केंद्रीय उपभोक्ता संरक्षण प्राधिकरण (CCPA) की स्थापना भी शामिल है जिसका उद्देश्य उपभोक्ताओं के अधिकारों को बढ़ावा देना, उनकी रक्षा करना और उन्हें लागू करना है। साथ ही, यह उपभोक्ता अधिकारों और संस्थान की शिकायतों / अभियोजन के उल्लंघन की भी जांच करेगा। इसके अलावा यह दैनिक वस्तुओं और सेवाओं को वापस लेने का आदेश देने, अनुचित व्यापार शुरू करने और भ्रामक विज्ञापनों को रोकने का आदेश भी देगा।

▪️स्वास्थ्य और परिवार कल्याण मंत्रालय के तहत काम करने वाले राष्ट्रीय रोग नियंत्रण केंद्र ने नई दिल्ली में सीरो-निगरानी अध्ययन शुरू किया है।

🔸मुख्य बिंदु

▪️अध्ययन का आयोजन नेशनल सेंटर फॉर डिसीज़ कंट्रोल तथा दिल्ली सरकार के सहयोग से किया गया था। यह सर्वेक्षण दिल्ली के सभी जिलों में 27 जून, 2020 और 10 जुलाई, 2020 के बीच किया गया।

🔹सीरो-प्रचलन अध्ययन

▪️चयनित व्यक्तियों के सीरो को आईजीजी एंटीबॉडी के लिए परीक्षण किया गया था। एंटीबॉडी की पहचान COVID KAVACH ELISA टेस्ट का उपयोग करके की गई थी। यह परीक्षण ICMR द्वारा अनुमोदित किया गया है

🔸परिणाम

▪️सीरो-प्रचलन अध्ययन के परिणामों के अनुसार, दिल्ली में IgG एंटीबॉडी का प्रसार 23.48% था।

🔹महत्व

▪️सीरो-निगरानी बीमारी के प्रसार का आकलन करने के लिए महत्वपूर्ण सबूत उत्पन्न करता है। यह जानने में भी मदद करता है कि कितने व्यक्ति स्पर्शोन्मुख बने हुए हैं।

🔸राष्ट्रीय रोग नियंत्रण केंद्र

▪️यह एक संस्थान है जो स्वास्थ्य और परिवार कल्याण मंत्रालय के तहत संचालित होता है। एनसीडीसी की स्थापना 1963 में संचारी रोगों को नियंत्रित करने और भारत के मलेरिया संस्थान की गतिविधियों को मान्यता देने के लिए की गई थी।

🔸यह समाधान सबसे पहले भारतीय बाजार में उतारा गया था और जिसने देश में 10,000 कॉर्पोरेट उपयोगकर्ताओं को आकर्षित किया था। ओला कॉरपोरेट अपनी राइड सेफ पहल के तहत कई सुरक्षा सुविधाओं की पेशकश करेगा और महामारी के बीच सुरक्षित गतिशीलता के लिए स्वच्छता और सैनेटाईजिंग के प्रोटोकॉल का पालन करेगा।

भारतीय सेना को सटीक निगरानी के लिए मिला 'भारत' ड्रोन 

🔹रक्षा अनुसंधान और विकास संगठन (DRDO) द्वारा भारतीय सेना को 'भारत' नामक ड्रोन सौंप दिए गए हैं। स्वदेशी रूप से विकसित किए गए यह ड्रोन पूर्वी लद्दाख में वास्तविक नियंत्रण रेखा के अधिक ऊंचाई वाले क्षेत्रों सहित पहाड़ी इलाकों में सटीक निगरानी करने के लिए दिए गए हैं।

🔸भारत ड्रोन के बारे में:

▪️भारत ड्रोन, दुनिया के सबसे हल्के और तेज ड्रोन निगरानी प्रणाली में से एक है और जिसे भारत में बनाया गया है।

▫️भारत ड्रोन कृत्रिम बुद्धिमत्ता से लैस हैं जो ड्रोन को दोस्त से दुश्मनों तक का पता लगाने में मदद करता है और उसके अनुसार कार्रवाई करने में मदद करता है।

▪️ इसे अत्यधिक ठंडे मौसम के तापमान में काम करने के लिए बनाया गया है।

▫️ड्रोन को बेहद खराब मौसम में करने के लिए विकसित किया गया है। इतना ही नहीं, बल्कि ड्रोन मिशनों के दौरान सीधा वीडियो प्रसारण भी प्रदान करने में सक्षम है और साथ ही इसमें रात में काम करने की क्षमता भी है। यह उन घुसपैटियों का भी पता लगा सकता है जो घने जंगलों में छिपे होते हैं।

भारत-मालदीव ने माले में  “आपातकालीन चिकित्सा सेवाएं” स्थापित करने के लिए समझौते पर हस्ताक्षर किये

▪️22 जुलाई, 2020 को भारत और मालदीवने माले में “आपातकालीन चिकित्सा सेवाएं” स्थापित करने के लिए समझौते पर हस्ताक्षर किए।

▪️आपातकालीन चिकित्सा सेवा भारत द्वारा पड़ोसी देशों के लिए 20 मिलियन अमरीकी डालर की अनुदान सहायता के तहत वित्तपोषित है। इससे देशों के बीच सहयोग बढ़ाने में मदद मिलेगी, विशेष रूप से स्वास्थ्य देखभाल सुविधाओं के क्षेत्रों में, महत्वपूर्ण समय के दौरान आपदा प्रतिक्रियाएं आदि।

🔹भारत की भूमिका

▪️भारत ने सार्क डिजिटल सम्मेलन की शुरुआत की। SAARC के तहत, भारत ने COVID-19 इमरजेंसी फंड बनाया और 10 मिलियन अमरीकी डालर की प्रारंभिक राशि दान की।

▪️अप्रैल 2020 में, भारत ने विदेशी मुद्रा स्वैप समर्थन के तहत मालदीव में 150 मिलियन अमरीकी डालर मुहैया करवाए थे। भारत ने मई 2020 में बांग्लादेश को 30,000 COVID-19 परीक्षण किट दान किए थे। इसके अलावा, भारत बांग्लादेश को COVID-19 प्रबंधन पाठ्यक्रम प्रदान करता है। इस व्यवस्था के तहत 347 से अधिक बांग्लादेश के पेशेवरों को प्रशिक्षित किया गया था।

▪️भारत ने सेशेल्स, मॉरीशस, मालदीव, कोमोरोस और मेडागास्कर को चिकित्सा आपूर्ति, खाद्य पदार्थ, आयुर्वेदिक दवाएं प्रदान करने के लिए ऑपरेशन SAGAR शुरू किया था।

Consumer Protection Act, 2019 Comes into Force in India

▪️ Consumer Protection Act, 2019: The Consumer Protection Act, 2019, has come into force in India effective July 20, 2020. It replaces the Consumer Protection Act, 1986. This new Act has been introduced to provide protection to buyers not only against traditional sellers but also against new e-commerce retailers and platforms. This new legislation will empower consumers and assist in safeguarding their rights through its various notified rules and provisions.

Sero-prevalence Study Conducted in Delhi by the National Centre for Disease Control... 👇

▪️ The National Centre for Disease Control (NCDC), operating under the Ministry of Health and Family Welfare, has initiated a sero-surveillance study in New Delhi.

🔸 Key Points

▪️ The study was organized in collaboration between the National Centre for Disease Control and the Government of Delhi. This survey was conducted across all districts of Delhi between June 27, 2020, and July 10, 2020.

🔹 Sero-prevalence Study

▪️ The serum samples of selected individuals were tested for IgG antibodies. Antibodies were identified using the COVID KAVACH ELISA test. This test has been approved by the ICMR.

▪️ According to the results of the sero-prevalence study, the prevalence of IgG antibodies in Delhi was 23.48%.

▪️ Sero-surveillance generates crucial evidence for assessing the spread of a disease. It also helps in determining how many individuals remain asymptomatic.

**Indian Army Receives ‘Bharat’ Drones for Precision Surveillance**

🔹 The Defence Research and Development Organisation (DRDO) has handed over drones named ‘Bharat’ to the Indian Army. These indigenously developed drones have been provided to conduct precision surveillance in mountainous terrains, including the high-altitude areas along the Line of Actual Control (LAC) in Eastern Ladakh.

▪️ The ‘Bharat’ drone is one of the world's lightest and most agile surveillance drone systems, developed and manufactured in India.

▫️ The ‘Bharat’ drone is equipped with Artificial Intelligence (AI) capabilities that enable it to distinguish between friendly forces and adversaries, thereby facilitating appropriate action. ▪️ It has been designed to operate in extremely cold weather temperatures.

▫️ The drone has been developed to function in extremely adverse weather conditions. Furthermore, the drone is capable of providing live video feeds during missions and also possesses night-time operational capabilities. It can even detect intruders hiding within dense forests.

India and Maldives Sign Agreement to Establish "Emergency Medical Services" in Malé

▪️ On July 22, 2020, India and the Maldives signed an agreement to establish "Emergency Medical Services" in Malé.
